THE SAFE ACT: ENSURING A SAFER SOCIETY

Once passed, the SAFE ACT will accomplish the following objectives: 

  • Significantly expand background checks for all domestic firearm sales, closing private sale, gun show, and internet loopholes;
  • Impose a federal ban on domestic abusers, violent criminals, individuals on the FBI Watch List, and the mentally incapacitated from firearm ownership, subjecting any and all companies, dealers, or private individuals providing or granting firearm access to those on these lists to severe criminal liability;
  • Require all prospective firearm purchasers to first obtain a Universal Firearm Safety Certificate (UFSC), obtainable only after completing a safety training course, which would include live firing, a safe-handling demonstration, and a written exam of all relevant firearm laws on the books in the calendar year of registration; 
  • Require all licensed firearm owners to register their firearms, establish safe firearm storage in-house, and notify law enforcement within 48 hours of the time he or she knew/reasonably should have known of firearm loss/theft;
  • Reinstitute the Project AWARE program, designed to train students, parents, teachers, social workers, counselors, psychologists, mental health professionals, and other community elders on mental health and substance abuse awareness; and
  • Repeal the Dickey Amendment, finally allowing the Center for Disease Control and Prevention to study firearm violence as a public health crisis.

Stop The Violence

Ricky is proposing the SAFE ACT, a comprehensive (and constitutionally-valid) bill designed to tackle the epidemic of gun violence in this country once and for all. 


Contrary to popular belief, this will also simultaneously preserve the Second Amendment rights of law-abiding gun owners. We can, and will, do better.
