THE SAFE ACT: ENSURING A SAFER SOCIETY

Once enacted, the SAFE ACT will take decisive steps toward ensuring safer communities by implementing the following key measures:

• Comprehensive Background Checks: Mandate extensive background checks for all domestic firearm sales, effectively closing existing loopholes related to private sales, gun shows, and online transactions.
• Restrictions on Firearm Ownership: Enforce a federal prohibition on firearm ownership for domestic abusers, violent criminals, individuals on the FBI Watch List, and those deemed mentally incapacitated. Any companies, dealers, or private individuals facilitating access to firearms for those on these lists will face severe legal consequences.
• Universal Firearm Safety Certificate: Require all prospective firearm purchasers to obtain a UFSC, achievable only after completing a thorough safety training course. This course will include live firing practice, a safe-handling demonstration, and a written examination covering all current firearm laws.
• Firearm Registration and Safety Protocols: Mandate all licensed firearm owners to register their firearms, implement safe storage measures in their homes, and promptly notify law enforcement within 48 hours of any firearm loss or theft.
• Project AWARE: Revive the Project AWARE initiative to educate students, parents, teachers, social workers, mental health professionals, and community leaders about mental health and substance abuse awareness.
• Repealing the Dickey Amendment: Revoke the Dickey Amendment to empower the Centers for Disease Control and Prevention (CDC) to investigate firearm violence as a critical public health issue.

By enacting the SAFE ACT, we will take significant strides toward fostering a safer, more responsible society.
